The first European lotteries in the modern sense of the word were probably organized in 15th-century Burgundy and Flanders by towns seeking to raise funds to fortify their defenses or aid the poor. Francis I of France permitted lotteries for private and public profit in a number of cities between 1520 and 1539, and such lotteries became widespread throughout the English colonies after 1776.<\/p>\n
One reason for their popularity was that they provided an opportunity to gamble without having to pay taxes.
